Confirm you belong to Ontario PSPP

Check the administrator named on your statement: this guide concerns the Ontario PSPP administered by OPB. It does not describe Alberta PSPP, BC's Public Service Pension Plan, the federal public-service plan or the OPSEU Pension Plan administered by OPTrust.

OPB publishes the PSPP plan text. Its current linked consolidation is amended January 1, 2026 and is labelled unofficial. Special categories and older service provisions can differ from the ordinary deferred-pension route described here.

What is a PSPP commuted value?

A commuted value (CV) expresses pension benefits as a lump sum today. It is a value placed on future payments, rather than the balance of a personal savings account. Your contributions alone do not determine it. The FSRA member guide explains the general concept.

Eligibility answers whether a transfer is available. Valuation determines its amount. Tax rules determine how it can be transferred. A large estimate does not answer all three questions.

Your options when employment ends

Retain a deferred pension

You leave your earned benefit in the plan for future payment. OPB's leaving-PSPP guidance describes lifetime income, survivor benefits and inflation adjustments before and after payments begin. Deferral does not mean continuing to earn service or receiving future salary increases.

For the ordinary deferred pension, payment at 65 is unreduced for early commencement. An earlier start from 55 normally carries a reduction; grow-in or special provisions can change the result. Use the pension amounts and start dates OPB identifies for your case, including any temporary bridge benefit.

Transfer pension credit to another plan

A service transfer establishes credit in a receiving pension plan. It differs from transferring a CV to an investment account. OPB's September 2026 transfer booklet covers MOPPs, the National Public Service Pension Transfer Agreement and bilateral arrangements.

Each arrangement has eligibility and application limits. Your credit must still be in PSPP; moving the CV to a LIRA first can remove the agreement-based transfer option. Full credit is not guaranteed: a shortfall may require a top-up. A CV-based purchase may be possible where an agreement-based transfer is unavailable, depending on both plans.

Elect a commuted value, if eligible

This settles the corresponding PSPP pension entitlement through an eligible transfer. Members already entitled to an immediate pension may have different choices. The general leaving-employer guide explains the broader decision process.

Who may elect a commuted value?

OPB's termination-options guidance says members must “be under age 55” and “not be eligible for an immediate unreduced pension at the date of termination.” Being under 55 alone is insufficient.

Confirm your entitlement: Ask OPB which pension provision applies and which dates govern your election. An age cutoff, a form response date and an expiring quote are different things.

The ordinary transfer right depends on deferred-pension entitlement under plan section 16. Sections 16(1) and 16(6) distinguish this from disability-pension receipt and unreduced-pension entitlement. Legacy pre-1966 provisions have a different cutoff. Do not apply the ordinary rule to every benefit category.

Special circumstances

Qualifying involuntary termination can create grow-in rights to a future early unreduced pension. OPB's employer guidance describes the 55-point test and the need for an applicable early unreduced retirement date. Grow-in does not add pension credit after termination. Future grow-in rights are not the same as already qualifying for an immediate unreduced pension.

Small-pension payments, shortened-life provisions, divestments, optional membership and special employment categories require their own assessment. A move directly into the OPSEU Pension Plan without an employment break can engage mandatory plan-text transfer provisions instead of ordinary termination choices. Our OPTrust guide addresses that separate plan.

Understand the dates in your termination package

OPB's termination benefit guide for members under 55 distinguishes the response date from a later conversion of an eligible deferred pension. If the elections form is not received by its due date, OPB sets up a deferred pension by default. An eligible deferred member can subsequently convert before 55, with recalculation after the package due date using the rates and standards then in effect.

There is no single response window asserted here. Read these dates separately:

Ask about outstanding buybacks too: OPB's termination process identifies a separate 30-day period from termination to pay an outstanding buyback balance. That is not a universal CV election deadline.

Compare the benefits retained or surrendered

OPB's member guidance explains that taking the CV gives up the plan's corresponding survivor benefits and future cost-of-living adjustments. A retained pension provides lifetime payments under plan terms; an invested transfer brings responsibility for returns, fees and making the money last.

Medical, dental and basic life insurance in retirement are conditional benefits, not something every PSPP member receives. OPB's termination benefit guide says a CV transfer gives up coverage for which you would otherwise have qualified. Compare that coverage separately from the cash amount.

Consider household needs, inflation protection, investment responsibility and retirement timing. Our pension-versus-lump-sum decision guide provides the broader framework without deciding the election for you.

Transfer destinations and tax considerations

Eligible destinations can include a LIRA, an accepting registered pension plan or a qualifying deferred life annuity. A LIF has additional conditions; it is not unrestricted cash. FSRA explains the transfer destinations and locking-in rules.

For relevant transfers to an RRSP-type arrangement or defined-contribution provision, Income Tax Regulations section 8517 prescribes the tax-deferred limit. This tax calculation is not a method for valuing the pension. Transfers between defined-benefit provisions have separate rules, as explained in CRA's transfer guidance.

Excess paid in cash is taxable and subject to withholding. Withholding may differ from the final tax liability. Any separate RRSP deduction depends on available room and individual circumstances. See the LIRA / Maximum Transfer Value explanation and tax guide.

Separate refunds and supplementary benefits

An excess-contribution refund is different from taxable cash above a transfer limit. OPB's termination-options guidance describes the post-1986 50% contribution test; other contribution types can be treated differently. Do not assume your full contribution balance is refundable.

Some members have supplementary benefits through a Retirement Compensation Arrangement (RCA). OPB's RCA guidance distinguishes that arrangement from the registered PSPP. Its termination guide allows an RCA-to-RCA transfer where available, or cash with withholding. A PSPP CV election cannot simply be combined with retaining the corresponding RCA benefit as a deferred pension. Request a breakdown of each component rather than treating the entire package as LIRA-transferable money.

Why the value can change

The pension benefit, valuation date and actuarial assumptions affect the CV. With other factors unchanged, higher discount rates generally reduce present value. A different retirement assumption or benefit description also changes the calculation.

The CIA pension standards effective April 1, 2026 include section 3500. Paragraph 3520.03 addresses recomputation periods and paragraph 3520.04 addresses interest to payment. Neither establishes a universal member election deadline. Ask OPB which valuation date, validity period and payment adjustments apply to your quote. Read our CIA rates explanation for the general relationship.

Use an educational estimate alongside official information

Start with your accrued pension, statement date, birth date, retirement assumptions, lifetime and bridge amounts, indexation and survivor details. The methodology guide explains why a salary or contribution balance alone is insufficient.

CVCalculator offers educational estimates and scenarios from your inputs. It does not determine PSPP eligibility, reproduce OPB's administrative calculation or value every supplementary or insured benefit. Use the app walkthrough to understand its inputs and results before exploring a scenario.

Questions to ask OPB before an election

Frequently asked questions

Can I take my PSPP Ontario commuted value if I am under 55?

Not automatically. The ordinary option requires the relevant deferred-pension entitlement and excludes members eligible for an immediate unreduced pension at termination. Special provisions can change the rules. OPB determines your available options.

What if I miss the due date on my OPB elections form?

OPB's under-55 guide says it will set up a deferred pension by default. An eligible deferred member may convert before 55; a conversion after the package due date uses a recalculated value. The response date and quote validity are separate matters.

Does a deferred PSPP pension receive inflation adjustments?

Yes, under the plan's inflation-adjustment provisions. OPB describes adjustments before and after pension payments begin. This does not mean you continue earning pension credit or receiving future salary increases after leaving.

Can I transfer PSPP pension credit to my next employer?

Possibly. Agreement-based transfers have plan-specific eligibility and time limits, and your credit must remain in PSPP. Full credit may require a top-up. A CV-based purchase has different requirements.

Can my entire PSPP package go to a LIRA?

Not necessarily. Tax limits may produce taxable excess, contribution refunds are separate components, and RCA benefits have separate treatment. OPB's package should identify the amounts and available destinations.

Is PSPP Ontario the same plan as OPTrust?

No. OPB administers Ontario PSPP; OPTrust administers the OPSEU Pension Plan. Special transfer provisions can apply to a direct move between them, but their entitlements and administration are distinct.

Can CVCalculator provide my official OPB transfer value?

No. It provides educational estimates and scenarios from your inputs. Your official OPB package determines the entitlement and options; an estimate does not establish eligibility or replace that package.
